Sir:-
Referring to my letter of the 25th October last, I have the honour to inform you that my friends are still willing to find the capital for the construction and equipment of the Canton-Kowloon line or, failing that, the Shanghai-Ningpo-Hangchow line, and I should feel obliged if you would let me know whether His Majesty's Government are able to make any communication to me on the subject, as I cannot keep my friends' capital pledged indefinitely.
